The Council is a mysterious group with unknown purpose mentioned multiple times in Cat Ghost.

Description 

Very little is known about the Council so far and most of the available information about it comes from Key. Key says that the council still "lives", suggesting that it is still a functional organization.

The location of the council can not be revealed by Key; it will only answer that it "can not divulge". During a Live Key Session, it was said that the council is now in "New Colony".

Gideon describes the Council as "really nice guys," and says that their role was to "keep the town safe from the g/j-" before being cut off by Elon's glare. It is likely that he was about to say 'gypsies'.

Key reveals that the group is responsible for Elon's death.

Bethany

During another live session, it was explained that Bethany went against the council by flying, which broke the council's laws.

Gideon

During one live session, the player was asked how many people are in the council as a way of proving that they are Gideon, implying that Gideon is connected to the council in some way.

In CatGhost 8 Judgement Gideon says that he and the Council "used to go fishing a lot", further supporting this, though he says that it "was a really long time ago."

Trivia 

• Some questions will only be answered by Key if council is intentionally misspelled as "councel". Key will also misspell council that way when asked why Elon died.
  • This may be related to the term 'counsel' as in legal counsel (a lawyer), given CatGhost's themes of judges and being judged.
